(struct cursor): Add member sigcontext_format.

(dwarf_putfp): Fix typo.
(dwarf_getfp): Mark with C preprocessor warning while it's not fully
	implemented.  Check for NULL-location first.
(dwarf_putfp): Likewise.
(dwarf_get): Likewise.
(dwarf_put): Likewise.
(tdep_needs_initialization): New macro.
(tdep_init): Likewise.
(tdep_get_as): Likewise.
(tdep_get_as_arg): Likewise.
(tdep_needs_initialization): Declare.
